These Locust soldiers are the Locust that fly the Reavers around. They are usually assisted by another Locust while on top of the Reaver in order to have another way of attacking. The other Locust will have a hammer burst by the way. But in the campaign, it is not much of a threat to you. You can be a Beast Rider while in multiplayer by beating one of the Acts. This Locust will not have a shirt which resembles the Grenadier, but the Beast Rider will have a helmet on.
