Victor Hoffman is a Colonel amongst the COG forces and is the man in charge of Delta Squad in Gears of War. He shows a disdain for Marcus early on in the game and it is hinted that Hoffman helped initially land Marcus in prison. As the game progresses, Hoffman begins to show more trust in him, evident by him elevating Marcus' rank after Kim's death.
